Character "mouthing" words

Hi. I was wondering, if a character "mouths" or "silently says" something, should it be in quotations? Or italicized?

Answer: My personal inclination would be to put the words within quotation marks, since this is a communication to others rather than just a thought. However, I think you will have to make it clear to the reader in your narration what is going on. Without any explanation, readers, will assume anything in quotation marks is spoken aloud.

I might be tempted to add the word "silently," just to make sure the reader understood, but that's a judgement call you have to make.
